The previous Fix was a mistake!

TB6612 has pull-downs, so disable pulls on all pins going there.

EQEP1 has external pull-downs, so disable pulls there again.
EQEP0,2 and the PRU emulated Encoder should mimic EQEP1 electrical
behaviour, so set pull-downs there.

According to mailing list, this property actually pevents damage to devices
and uboot is build without rtc-only support anyways.

After some tests, the led_red is off when shutdown. Only remaining issue is
that VDD_3V3AUX is still on after the device is supposed to have shutdown.
This is also present with the previous state.
