Increase ethphy0 deassert time
Fixes #56 (closed) by increasing the deassert time to 10000.
In testing with SEEED Studio manufactured BBBs (mfr dates from 09/11/22 to 11/11/22), this proved necessary to avoid self-disabling ethphy0 on boot.
