Added "deps" command to install project dependencies (really simple, buggy, incomplete and just a proof of concept of the dependency manager)

New command line interface to the compiler. Now you must do "crystal build ..." or "crystal run ..." amongst other commands. "run" is the default command, so "crystal foo.cr" would compile and run that file.
