Update System Firmwares to version v08.06.00 for am64x and am62x

Major updates:
- ctrl_mmr operations fixed to not do unconditional unlocks
- Traces added for RM PSIL host ID check
- Compare event router firewalls opened
- am62x: Extended OTP write support for GP/HS-FS
