linux-firmware: Update PA2 firmware to 3.0.1.8 


Update PA firmware to 3.0.1.8. This patch reset the version
number to 3.0.1.8 to match the corresponding PA LLD firmware version
this is based on. The version number information is removed from
the file names and added to WHENCE to allow for automation script
to pick it as needed.
