qcom: add firmware for QCM2290 platforms 


Add Adreno zap shader, ADSP and modem firmare for QCM2290 / QRB2210 SoC.
It is used e.g. on Qualcomm Robotics RB1 platform.

- ADSP.VT.5.4.1.c4-00013-KAMORTA-1
- MPSS.HA.1.1-00409-KD_ALL_PACK-1
