Using sofware rotary encoder driver

Is your feature request related to a problem? Please describe. I can't tell if the rotary-encoder Linux kernel driver is present in the images or source tree. I can't find it if it is. I know the TI chips have lots of hardware encoders. I am trying to use the software encoder for very low click rates, that is when the bot is moving slowly. I need to time difference for speed and this is very iffy at slow or startup speeds. The approach is to use the relative mode that reports +1/-1 events, capture the time duration between events then use its inverse as the click rate. Describe the solution you'd like Access to rotary-encoder kernel driver with dtoverlay in distribution IoT image. Describe alternatives you've considered I have successfully mocked this up on RPi Raspbian since it has no hardware encoders but does include this driver and its dtoverlay.
