As a work-around, we can tag a version with conf.py set with todos off,
then re-enable them for docs.beagleboard.io.

- Also change venv name to .venv since zsh scripts to auto load venv
  assume this path by default

- Allows simplifying local setup instructions without docker.
- Also use python venv (which is builtin with standard python3).
- Install as much stuff to python venv as possible to make things more
  cross-plaform.
- Fix some minor bash snippets which were not labled (and thus were
  being treated as cpp snippets)

@dhruva2000 I couldn't take another incomplete article as I've started
so many without finishing them myself. This seemed like an easy one, so
I've started adding some details. Once my local build completes, I'll
add a note of how long it took and add some more details to wrap up
how to boot the new kernel.
