rc_startup_routine: "timeout reached while waiting for pwm driver"

I'm experiencing the exact same issue as described in this mailing list post.

I have a BeagleBone Blue and used the latest 2018-10-07 flasher image from this page to flash the eMMC.

When I try to start the rc_balance example, the service fails to start with the "timeout reached while waiting for pwm driver" error.

The rc_test_* commands do not seem to report any other error.

That thread ends with an inconclusive suggestion to zero out some storage but I do not want to try that without understanding more about what the root cause of the issue is.
